No, you can only have one Atlas workspace per site. However, you can have multiple sites. Because billing is determined by site, Atlas workspaces on each site can be on different plans. Learn more about managing sites.

Site admins can activate Atlas for all users. Once active, Atlas is discoverable for all users on your site using the app switcher.
